When President Cyril Ramaphosa and members of Cabinet visited the Gauteng Legislature in Johannesburg this week, he was struck by the pallid state of the central business district that has lost its shine. Time was when Joburg was proudly a world-class city and then a younger Ramaphosa, a born-and-bred Soweto native and general secretary of the National Union of Mineworkers, was part of its glorious fabric in its vibrant heydays.
